The Abeo Foundation chose to center its philosophy of action on the concept of “right to development” which is included besides in our logo. We wish to be able to develop and apply this concept in all the projects which we carry out.
The right to development is an important concept as it places the human being like the central subject of the development. It must be the participating credit AND the recipient of the development.
The development is seen like a PROCESS TOTAL, economic, social, cultural and political, which aims at unceasingly improving the well being of the whole of the population and all the individuals, on the basis of their active participation, free and significant to the development and the equal share of the benefits which result from this. All the human beings, individually and collectively, are in charge of the development. Concretely, in our action, this concept “right to development” is declined in three manners:
- as ACCESS TO the DEVELOPMENT: how to reach the development? how to obtain such or such subsidy and to find themselves ? This aspect of the right to development refers to our activity “of guide of projects”. We bring a methodological support to local or Belgian ONG in order to helping them to assemble a file of financing in order to carry out a cooperative project. We act as an interface between the money-lenders (European Commission, Belgian Coopération, cities and communes, etc) and the beneficairies.
- as DIRECT (straight to) to the DEVELOPMENT: to go right towards the development of the base (the local populations). That returns to our activity of follow-up and project management of proximity within the framework of the decentralized co-operation: reinforcement of the local capacities, responsibilisation of the profit groups (e.g. training in management with the women of Kumasi in Ivory Coast for the project of microphone-finances)
- as the methodological level, it acts to use the APPROACH “RIGHTS”, i.e. to integrate in a systematic way legal dimension during the development, the implementation and the evaluation of a cooperation program. The right is seen like a guarantee of durability of the accomplishments and equal and equitable relations between the partners. Right, i.e. the whole of the national and international legal instruments (constitution, conventions, laws,…) indeed constitute the most equitable reference and most durable in a political context, social and economic sometimes unstable.
Thus, in the various components of a program, there will be necessarily actions with regard to the authorities (traditionally holders of obligations) and actions with respect to the recipients (primarily holders of rights). By combining the activities of sensitizing of the recipients for a better knowledge of their rights and actions of reinforcement of capacity of the authorities to allow them to better respect their obligations, one supports a more equitable comparison between all the interlocutors, around a legal referent good integrated and controlled by all, according to the local context.
The objective of “the approach rights” in the development projects is in the responsibilisation of each one compared to its place, its role and its function in the company, in order to reinforce the perenniality of the project and to contribute to the respect of the basic rights of all for a sustainable development and equitable!
